Balen's laudable move to promote consumers rights

In a major decision aimed at safeguarding the interests of consumers and curbing the activities of unscrupulous businesspersons, the Kathmandu Metropolitan City (KMC) has announced its plan to implement comprehensive and routine market monitoring, effective from August 18. This proactive initiative by the KMC underscores its commitment to ensuring a fair and transparent marketplace, while also demonstrating its dedication to enhancing consumer confidence and overall public welfare. Under the leadership of Deputy Mayor Sunita Dangol, who also serves as the coordinator of the monitoring committee, KMC's endeavor to establish a structured and consistent monitoring framework marks a significant departure from the previous ad hoc and seasonal monitoring practices. Recognizing the limitations of sporadic and ritualistic monitoring efforts, especially during the festive seasons, the metropolis has shifted its focus to initiating monitoring activities well in advance of festive periods.

The strategic decision exemplifies a clear understanding of the necessity for continuous vigilance in the marketplace. The establishment of a dedicated Consumer Rights and Market System Monitoring Committee at the local level, chaired by Deputy Mayor Dangol, further reinforces KMC's commitment to effective oversight. This committee will play a pivotal role in supervising the execution of annual programs, tracking progress, and scrutinizing the implementation of initiatives sanctioned by the Budget and Program Formulation Committee. A commendable hallmark of KMC's approach is its emphasis on transparency and accountability. The allocation of Rs 35 million for the 'Swachchha Bhancha' program, aimed at maintaining sanitation standards in kitchens, reflects the municipality's dedication to the health and well-being of its residents. Moreover, the substantial budget of Rs 926.6 million designated for the broader municipal health program underscores KMC's commitment to comprehensive public welfare.

KMC's multi-pronged approach to enhancing market monitoring is indeed praiseworthy. The ongoing efforts to develop a comprehensive 'Monitoring Procedure' and 'Monitoring Team Operational Procedures' highlight a meticulous and thoughtful approach to effective oversight. This, coupled with the formulation of key tools like an annual plan, procurement plan, monitoring and evaluation plan, and policy implementation strategies, lays a robust foundation for a results-driven monitoring mechanism. Furthermore, KMC's creation of five distinct monitoring teams under the Supervision Committee's umbrella demonstrates a dedication to addressing a wide array of public concerns. These teams are entrusted with overseeing various facets of public livelihood, ensuring prompt identification and resolution of issues affecting consumers. This comprehensive approach is pivotal to establishing a marketplace where consumers can make informed choices without apprehension of exploitation or deceit.

The success of this endeavor hinges on collaboration and synergy among diverse stakeholders. The cooperation of local businesses, citizens, and relevant authorities is imperative for the seamless implementation of market monitoring activities.
