In a press conference organized in Kathmandu to brief about the objectives behind the multi-billion rupee plan, the Vice-chairman of APECF Mr Tang said, "We can complete the project in a period of nine years if we receive legal and other required supports from government of Nepal."[break]
Outlining the activities to be carried out under a project named ´Lumbini Recovery Plan´, Mr Tang added, "Some of our project goals for improving infrastructure include building modern roads, highways, international airport, construction of tourism related facilities—hotels, motels, hospitals, supermarkets, handicraft industries, among others."
Speaking broadly, the purpose of the plan is, "to promote regional prosperity, stability and peace," said Tang. "Alleviating local poverty by improving the infrastructure is also one of our main goals."
Presenting APECF´s plan at the conference, Mr Tang said that while carrying out the project the organization will respect Nepal’s sovereignty and territorial integrity, and the will of Nepali people. "We will also bear in mind the ecological and environmental concerns," he said.
The APECF officials, however, failed to clarify various questions related to the proposed investment. Why did they decide to launch such an ambitious project in Nepal at this period? What is the source of their investment? Did they consult and take approval from Nepali authorities before announcing the project?
When asked about the source of investment, Xiao Wunn, executive vice chairman of the APECF said, "The plan is still in the preliminary phase. We are hopeful that we’ll find donors and aid agencies to support us."
APECF representatives indirectly admitted their mistake in announcing such an ambitious project without first consulting Nepali government authorities. They said they have not yet held talks with Nepali government authorities to get approval regarding the project.
Mr Wunn was also questioned about the possible connection between Free Tibet Movement and APECF´s plan to invest in Nepal. Neither Wunn nor other officials could clearly reply to the question.
Culture minister Khagendra Prasad Prasai, Maoist leaders Amik Serchan, Agni Sapkota, Prachanda’s personal secretary Sameer Dahal and son Prakash Dahal were present at the press conference. A signing of memorandum of understanding between APECF and other partner agencies including TAI TUNG Communications Company Ltd took place during the program.
