In the evolving landscape of climate change adaptation, Local Adaptation Plans of Action (LAPA) have emerged as a crucial tool, enabling communities to simultaneously address their unique development challenges and climate-related vulnerabilities.


Nepal has become a global leader in the practice of LAPA as a climate adaptation instrument, with other nations taking note and following suit. However, many LAPAs in Nepal have historically been donor-funded and project-based, often lacking the essential elements of local ownership and sustainability.


Breaking away from this tradition, Ilam Municipality, nestled in the scenic hills of eastern Nepal, is pioneering a new approach.  By developing a LAPA that is locally funded, context-specific, and embedded within the municipality's governance structure, Ilam is setting a precedent for sustainable and effective climate adaptation.


Most significantly, Sahayatra Nepal, a local women's organization, spearheaded the LAPA formulation initiative advocating for to bring this vision to life. This innovative approach not only ensures ownership and sustainability but also offers a model for other municipalities across the nation.

Historically, LAPAs in Nepal have been driven by international donor agencies and implemented through project-based frameworks. While these LAPAs have achieved short-term successes, several issues have plagued their long-term effectiveness. As LAPAs often failed to resonate with the local communities, it leads to minimal local engagement and ownership. Also, sustainability is another issue. Once the   project cycle ends and donor funds dries up, many initiatives are stopped or disappeared entirely. Another limitations is generic approach. These LAPAs frequently relied a one-size-fits-all approach, overlooking the specific environmental, social, and economic contexts of the local areas.


Ilam Municipality's Innovative Approach


In stark contrast to the conventional model, Ilam Municipality has embarked on a transformative journey by developing a LAPA that is not only locally funded but also deeply integrated into the municipality's governance process. Here’s how Ilam's LAPA stands out:


1.            Local decision making: In the fiscal year 2023/24, the Ilam municipality council approved a LAPA formulation plan which was subsequently integrated into the municipality's RED BOOK, ensuring formal recognition and commitment.


2.            Local Funding and Ownership: Unlike previous donor-driven LAPAs, Ilam's LAPA is financed through the municipality's own budget. This financial commitment from the local government fosters a sense of ownership and accountability among the local stakeholders.


3.            Context-Specific Solutions: The LAPA is tailored to address the unique climate challenges faced by Ilam. It integrates the municipality’s ecological variation with ward-level context, need and priority-based adaptation approaches across all thematic sectors, with an emphasis on capacity building. The plan addresses the community's specific needs, from managing forests and biodiversity to improving water security, promoting sustainable agricultural practices, and incorporating and promoting alternative energy options as adaptation actions.


4.            Integration with Local Governance: Ilam embeds the LAPA within its governance framework and commits to implementing it through annual budgeting and programming. This integration ensures that adaptation measures are continuously monitored, evaluated, and adjusted as needed, promoting long-term sustainability.


5.            Community Engagement and Advocacy: The development of the LAPA involved extensive and inclusive consultations with local communities, ensuring their voices and concerns were incorporated into adaptation strategies. Sahaytara Nepal played an important role in this process by lobbying and advocating for the LAPA over three years. Their persistent efforts had a significant impact on influencing the local government, demonstrating the power of grassroots activism in shaping climate policy.


6.            Collaboration: Ilam Municipality aims to implement adaptation actions by collaborating with women’s groups, key stakeholders, provincial and federal governments, and international agencies, ensuring a cohesive and comprehensive approach to climate adaptation.


A New benchmark for Sustainable Climate Adaptation  


Ilam Municipality's LAPA is a beacon of locally-led adaptation in Nepal. By focusing on local leadership, securing local funding, fostering community ownership, and tailoring solutions to the local context, Ilam is setting a new standard for sustainable and effective climate adaptation. This model not only addresses the limitations of previous donor-funded LAPAs, but also establishes a replicable framework for other municipalities striving for resilient and sustainable futures.


The involvement of Sahaytara Nepal underscores the critical role of local advocacy in driving meaningful change. As climate change continues to pose unprecedented challenges, the success of Ilam's LAPA highlights the importance of local leadership, context-specific planning, and community engagement in developing effective and long-term adaptive responses.
