The CA had been without work since July 21 after several thematic committees failed to submit their reports on time.
The preliminary draft proposal submitted by the committee, whose chairman is Ramesh Rijal, envisions a bicameral legislature at the center and unicameral legislature in the provinces. However the Unified CPN (Maoist) and the Madhesi people´s Rights Forum have registered notes of dissent to the reports.
The report proposes a 151-member House or Representatives and a 51-member National Assembly. Of the 151 members in the House of Representatives, 76 will be directly elected and 75 through the popular votes the political parties garner in the general election.
In the National Assembly, 38 members will be elected from the provincial legislatures and 13 from the House of Representatives. The tenure of the National of Assembly members will be six years and one-third of the members will retire every two years. The 1990 constitution had a similar provision.
In the provincial legislature, 50 percent of the members will be elected proportionally.
In its note of dissent, the Unified CPN (Maoist) has proposed a unicameral legislature at the center and demanded that it be named "people´s assembly." Similarly, the MPRF has proposed that the national assembly should incorporate representatives from the provinces and it should be named the house of union.
The CA will deliberate on the reports from Friday.
