A total of 39 including three Nepal Army personnel had died in an ambush planted by the former rebel CPN (Maoist) at Badarmude in Kalyanpur VDC of Madi, Chitwan. Over six dozen people were injured in the incident.[break]
Dahal who reached the site for the first time in nine years of the incident also announced a relief package of Rs 6 million seeking apology from the victims on Thursday.
The UCPN (Maoist) Chairman reached the Madi valley to inaugurate a weeklong Madi Festival. On the occasion, he urged all to devote themselves for building a prosperous Nepal by taking the Badarmude incident as a ´wartime accident´.
He also said he had issued a statement talking to political leadership by pledging to take action against to those involved in the incident as the accident was against the party´s policy and planning.
Dahal who turned very emotional during his speech said that he was committed not to visit Badarmude before providing any relief package to the victims, adding that the present relief package was prepared by holding talks with different government bodies this time before his arrival.
He said the relief package was prepared after holding discussions with Ministry of Peace and Reconstruction, Finance Ministry and Office of the Prime Minister.
Dahal also said that a stable government to be formed after the promulgation of the new government would actively work for building a prosperous Nepal.
"Instability would continue in the country until a stable government was formed," he said.
On the occasion, Dahal pledged to take initiative for establishing a 25-bed hospital at Madi and construct embankments along the Rewa River and other rivulets.
He also pledged to help make new acts and laws by amending the previous laws related to the national park that are insufficient to address the concerns of the affected communities of the Chitwan National Park.

Also speaking at the programme, UCPN (Maoist) politburo member Amik Sherchan said the Madi Festival could be a milestone for economic development of the region.
Local leaders of the major political parties also expressed their opinion at the programme.
Coordinator of the Madi Festival Main Organizing Committee Shree Prasad Dawadi presided over the programme.
However, district-level and central-level leaders of other parties boycotted the programme over a dispute to make Dahal as the chief guest at the programme.
Earlier, police held three persons who were preparing to greet the Maoist Chairman Dahal with the black flags.
The organizers have expected arrival of some 100,000 visitors and transaction of nearly Rs 30 million in the festival.
A total of 115 stalls of different local and national products have been managed in the festival.
