Blueprint to tackle capital's Top-100 criminals ready

KATHMANDU, July 13: Nepal Police is all set to launch a special campaign to incapacitate gangsters in the capital and they will be doing it in the most scientific manner possible, thanks to a special research conducted on top 100 gangsters and criminals and experts´ recommendations on how to tackle them.



Metropolitan Police Commissioner´s Office (MPCO) and Central Investigation Bureau (CIB) have conducted a research on the capital-based gangsters and would proceed soon with joint-operations to yield sweeping results. For this, both MPCO and CIB assigned separate teams led by a Deputy Superintendent of Police (DSP) to form the task force.[break]



The campaign is about to kick off along with fresh work-outs under MPCO which has recently seen the appointment of Additional Inspector General (AIG) Kuber Singh Rana as its new head.



"The campaign is something that will make the denizens of the capital feel a perceptible difference in overall security under the new police leadership," said police officers associated with the research.



The primary blue-print of the campaign accessed by the Republica correspondent elaborates how to tackle the Top-100 gangsters as per the three grades assigned to them. Going by the police research, the capital has 26 ´A´ grade gangsters, 25 in grade ´B´ and the rest belong to grade ´C´.



Most critical part of the research is the methodology that the research recommends for different categories of the gangsters. Grade ´A´ will face the hardest possible action, most probably under the money laundering laws. "They are found to have amassed an astounding amount of property in a short period and that simply warrants investigations under money laundering laws," said Deputy Inspector General (DIG) Rajendra Singh Bhandari, CIB chief.



The special plan also details ways to rein in gangsters with grade ´B´ and ´C´ labels. These two groups would be hammered with stringent police actions depending on the crime profile of each gangster.



"Most of the gangsters who seem to have perpetrated hooliganism and organized crimes like kidnapping now belong to grade ´B´ and ´C´," said officials involved with the research.



However, those in the grade ´A´ have largely moved out of the crime career and have set up legitimate businesses. The grade ´A´ includes the likes of sandalwood smuggling king Ganesh Lama, who is believed to have accumulated around Rs 500 million and is considered to be the richest among capital-based gangsters.



Dinesh Chari has also been promoted to grade ´A´ which already has names like Deepak Manange and Chakre Milan.
