Police had arrested Singh from Itahari in Sunsari district on December 19, after publicizing himself amidst a press conference for holding talks with the government. A senior official at the Home Ministry said police had arrested him in order to verify his identity of Toofan Singh.
Police were searching for him after he, along with 50 other inmates, fled during the Siraha jail-break on August 14. The official said the ministry has recently directed local administrations in Siraha, Saptari and Sunsari districts not to arrest any members belonging to armed groups willing to come forward and negotiate with the government.
