30-yr service limit enforced, 77 police retire

KATHMANDU, Dec 17: The Home Ministry has enforced compulsory retirement for all those who have served for 30 years in the Nepal Police.[break]



This comes nearly eight months after the ministry effected a similar provision in two other security agencies -- Armed Police Force (APF) and National Investigation Department (NID), leaving a number of senior officers including APF Chief Basu Dev Oli and NID Chief Dhan Singh Karki without jobs overnight.



Altogether 77 senior and junior police officials including an SSP, four SPs, four DSPs, 11 inspectors, 53 sub-inspectors and four assistant sub inspectors have been relieved from their services with the amendment in the existing Nepal Police Regulations 2049 B.S. coming into effect Wednesday.



Senior officials at Nepal Police Headquarters said hundreds of police personnel including senior officers will be relieved of their service in the next four months as per compulsory retirement provision. DIGs Shyam Nepal and Bhakti Majhi, SSP Dhak Bahadur Karki, SPs Ram Chandra Bhandari, Hari Krishna Khand and Hanuman Shah are among those retiring by April, 2010.



The senior officers relieved of the service from Wednesday include SSP Bir Bahadur Rana, SPs Ram Lagan Prasad Yadav, Maya Hajur Shah, Jaya Bishnu Nepali and Mohan Bahadur Khadka, and DSPs Krishna Bahadur Chanda, Omkar Shrestha, Daya Nanda Mallik and Acting DSP Resham Bahadur Khadka.



Inspectors Man Bahadur Dhakal, Ramji Adhikari, Lal Bahadur Ranamagar, Khil Bahadur KC, Buddha Bahadur Bharati, Man Bahadur Darlami, Man Bahadur Pun, Khadga Bahadur Thapa, Ram Singh Bista, Madan Singh Rana and Amar Bahadur Chhetri are also among those retired from Wednesday.



All these officers had earlier received two-year term extension after they completed 30 years of service.



As per the previous Nepal Police Regulations, the government, if it deemed necessary, could extend by two years the terms of police officers who already served for 30 years.



The discretionary provision, however, remained controversial for the past several years as the government chose to extend the tenures of some officers while denying the same favor to many others.



The amendment made in the Nepal Police Regulations 2049 BS has removed the discretionary provision making retirement compulsory for all after 30 years of service.



Police officials said the new provision will not only give chance for quick promotion, but also end the practice among senior police officer of knocking the doors of politicians for term extension.



As per the new provision, incumbent police chief Ramesh Chand Thakuri and all AIGs will retire after the next two years and eight months. New police chief will be picked from among serving DIGs.
