KATHMANDU, Nov 14: As many as 24 Central Working Committee (CWC) members from the establishment faction of the Nepali Congress (NC) have formally submitted a seven-point memorandum to the party’s acting president, urging the leadership to immediately initiate the process for the party’s 15th General Convention ahead of the March 5 election of the House of Representatives (HoR).
According to the signatories, the party must urgently fix a timeline to renew active memberships and finalize new registrations to ensure an updated organizational base before Nepal heads to the polls.

The memorandum underscores that, in order to make the upcoming election “result-oriented,” the party is obligated to begin its 15th General Convention within mid-December, in accordance with the party statute. The leaders have demanded that a comprehensive schedule be formulated and implemented to complete convention procedures at all organizational levels within the stipulated timeframe.
Furthermore, the CWC members have emphasized the need for meaningful representation of youths, women, Dalits, Indigenous nationalities, Tharus, Madheshis, Muslims, backward regions and classes, as well as persons with disabilities across all party structures during the 15th General Convention.
The leaders had voiced that these processes must begin without delay to strengthen the party’s organizational credibility before it faces the electorate. They warned that any postponement of statutory obligations would weaken the NC at a politically sensitive time.
With election-related deadlines approaching, the internal pressure on the party leadership appears to be intensifying, signaling deeper dissatisfaction within the establishment faction over the pace of organizational preparation. Earlier, the establishment faction had been lobbying to world the General Convention only after the election.
