Right to information regulations kick in (Updated)

KATHMANDU, Feb 9: The government has brought into force the Right to Information Regulations-2009 with effect from Monday, said Narayan Prasad Regmi, spokesperson of the Ministry of Information and Communications at a regular press meet held at the ministry, Monday. [break]



The government had brought the Right to Information Act into effect on July 21, 2007.



The government has also decided not to issue new licenses for FM radio and not to allow existing FM stations to enhance their capacity, this with a view to assist a task force formed to study the state of FM radio across the country.



The government had to take the decision due to frequent occurrence of frequency overlapping and other disturbances, he said.



The government has so far distributed 383 FM radio licenses whereas 158 FM stations are in operation across the country.



Regmi also informed that the government since February 4 started work to expand the reach of telecommunications services to 455 remote VDCs, where people are still deprived of even basic telecommunications services. The government plans to expand telecommunication services to all 3915 VDCs within a year.



Meanwhile, the government has extended radio signal licenses renewal deadline by three months for various organizations. Government had recently said that Chinese, Indian and US embassies among 300 various organizations have not renewed their radio frequency licenses for over a decade.



The embassies and other organizations use the radio frequency for their communication through walkie-talkies.



Student fuel cards soon



During the press meet, officials also informed that the government is making final preparations for the issue of student concession cards for purchase of kerosene and cooking gas.



"After collecting all necessary data and making the calculations, we have requested the Finance Ministry for permission on budgetary arrangements," said a senior official from the Ministry of Commerce and Supply.



According to him, the needful students number about 650,000. "If we provide support worth about Rs. 100 a month, the total budget would be Rs. 65 million", he said.



As soon as the Commerce Ministry gets permission from the Finance Ministry they are ready to implement the decision, according to him.
