UML leaders involved in writing the report said they will analyze the reasons behind the CA´s failure, explain which political parties are more responsible for the failure, present a database and figures, attach all the major relevant documents and draw conclusions on the failed project.[break]
"We plan to bring a comprehensive research-based document analyzing various aspects of the four year-long historic work," said the party´s secretary, Shankar Pokharel, who heads a 16-member committee that has been assigned the task.
For that purpose UML lawmakers have effected work divisions among the committee members.
A group of them has drafted a questionnaire to be distributed among former CA members from the UML.
The CA members will be asked to answer questions such as what role they played in the CA to include a pro-people agenda in the draft of the new constitution, what are the major provisions that the UML played a crucial role to incorporate in the draft, was the party´s role satisfactory, if not what went wrong and which party would they hold more responsible for the CA´s failure.
Pokharel said they have scheduled an interaction among the former UML lawmakers for August 2 and the questionnaire will be distributed at that gathering.
"We will also hold discussions with CA members from other political parties, top leaders, the CA chairman and officials from the CA secretariat, among other stakeholders, while preparing the detailed report," Yogesh Bhattarai, secretary of the committee, told Republica. "The report will make clear, based on facts, the role played by major political parties in constitution writing."
Bhattarai claimed that the document they are preparing will be worth studying for any national or international researcher.
They are also planning to include a chapter comprising a comparative chart of the provisions that were proposed by the major political parties. "In this section we will include provisions related to major issues of public concern such as federalism, system of governance, citizenship, electoral model and fundamental rights," said a member of the committee, Binda Pandey.
Originally, the UML central committee entrusted a seven-member committee headed by Pokharel with the responsibility for preparing a white paper on the four years of work on constitution writing.
Later, the committee was expanded into a 16-member body and an idea was mooted to bring a comprehensive report on the historic process instead of limiting it to a white paper.
At first the five-member subcommittee headed by party Spokesman Pradeep Gyawali will prepare the white paper within a month. Agni Kharel, Gokarna Bista, Yogesh Bhattarai and Binda Pandey are members of the subcommittee.
"While the white paper will be prepared within a month, the task of preparing the comprehensive report may take at least three to four months," said Pokharel. "We are accordingly planning to seek an extension of the committee´s terms from the party central committee."
