TRC, CIEDP still without regulations

KATHMANDU, Feb 18: Even a year after the formation of the Truth and Reconciliation Commission (TRC) and the Commission of Investigation on Enforced Disappeared Persons (CIEDP), they are still without working regulations.

The Council of Ministers has yet to pass the regulations though more than a month has already passed since the draft regulations were forwarded to the bills committee of the cabinet.


"The regulations are under discussion within the bills committee. If the cabinet meets on Thursday, the committee may table it for endorsement," said Communications Minister Sherdhan Rai.

Meanwhile, the minister for peace and reconstruction has informally informed the commissions that the bills committee has approved the bills with some amendments and the cabinet will pass them soon.

"The regulations have not been published in Nepal Gazette so far, nor have the two commissions been formally informed about the development. But we have recently been informally told that the bills committee has completed discussion on the regulations," said TRC spokeswoman Madhavi Bhatta.

According to CIEDP spokesman Bishnu Pathak, the commissions have remained almost idle in lack of regulations.

"We are unable even to receive complaints in the absence of regulations. However, we have learnt that the bills committee has approved the regulations with some amendments," said Pathak.

Both the commissions were formed on February 10 last year.
