Following a dispute between ruling parties and main opposition Nepali Congress (NC) over the formation of the parliamentary hearings special committee, the drafting process of the new parliament regulation has been deadlocked for months.Chairman of the parliament regulation drafting committee Radheshyam Adhakari said that the committee will focus on finding resolution to the dispute over formation of the hearings committee.
"As the committee chairman, I have been lobbying to seek political solution to the dispute. The committee will focus on resolving the same dispute over hearings committee," said Adhikari.
Meeting of the parliament regulation drafting committee has not been held for a months due to NC general convention.
Earlier, Speaker Onsari Gharti had instructed to convene the meeting at the earliest, after her move to send back the recommendations of 11 justices to be appointed at Supreme Court drew flak. Gharti had sent back the recommendations to the Judicial Council showing absence of the hearings committee at the parliament.
The new constitution has envisaged a 15-member parliamentary hearings special committee comprising members from both the House of Representatives and the National Assembly. In accordance with the provision, a sub-committee under the regulation drafting committee had proposed a 15-member hearings committee in the draft of the new regulation. However, the draft could not be endorsed from the full committee after being opposed by the lawmakers of the main opposition NC.
The largest political party in the parliament has been stressing on continuation of the existing hearings committee which comprises 73 members from all political parties in the parliament. The party cites article 296 under the transitional provision of the new constitution which states that the Constituent Assembly will be transformed into a parliament and will be assigned the responsibility for conducting all activities as per the prerogatives of the Federal Legislature until fresh elections are held.
