NPC drafting policies to guide reconstruction works

KATHMANDU, June 18: National Planning Commission (NPC), which is giving finishing touches to Post-Disaster Needs Assessment (PDNA) report, has started drafting policy documents to guide reconstruction activities.

The strategic plan for recovery will give a direction to rebuilding activities based on principles of collective effort, quality, inclusive and sustainable rebuilding, and disaster resistant reconstruction, according to Chandra Mani Adhikari, member of NPC. The plan will translate findings and recommendations of the PDNA report, he added.According to NPC officials, the policy document is being drafted to take donor community into confidence and remove misconception among people who think PDNA will solve all the problems.

The government will present PDNA report before donors on June 25 to collect fund for reconstruction.

The policy document will include timeframe for implementation of reconstruction projects in 14 most affected districts and 17 affected districts. It will define the responsibility of stakeholders in reconstruction as well as describe work specifications, project details, governance, monitoring and evaluation, said Adhikari.

Political parties have discussed two mechanisms -- a high-level implementation committee to be led by the Prime Minister or an authority -- to oversee reconstruction works. But Adhikari said the policy document will work seamlessly with whichever mechanism the government chooses.

The devastating earthquake is estimated to have caused loss worth around Rs 701 billion. Initial studies have put estimated cost for rebuilding and reconstruction at Rs 664 billion.

To bridge funding gap for reconstruction, the government has aimed to collect a sizable fund from donors and internal borrowing as it is set to miss revenue collection target by around 8 percent.

NPC has fixed budget ceiling for the coming fiscal year at Rs 841 billion, adding Rs 107 billion to its previous projection. It has proposed to the government to set aside Rs 175 billion for reconstruction.

NPC has also asked all the ministries to reduce their current spending by 15 percent and allocate the amount in reconstruction fund.
