NC Deuba faction moots CA revival

KATHMANDU, June 1: Sher Bahadur Deuba-led faction of the Nepali Congress (NC) has floated three different options, including the revival of the Constituent Assembly (CA) to bail the country out of the current constitutional crisis.



Addressing central committee members close to him at a meeting on Thursday, Deuba proposed settling outstanding issues of the new constitution such as federalism and system of governance through a broader political understanding and endorsing the draft of new statute through a reinstated CA. [break]He proposed reviving the CA for a few days after the parties settle all contentious issues.



Likewise, Deuba in line with the government´s announcement of the date for fresh CA polls has proposed fresh CA election as the second option and formation of a Constitutional Commission as the third option to address the constitutional crisis facing the country.



Talking to Republica, NC CWC member Bimalendra Nidhi said the options floated by Deuba is a synthesis of different opinions that came from CC members over the past few days. “The meeting unanimously concluded that there must be a national consensus government in place to implement one of these options,” he said.



Nidhi argued that since the parties have settled almost all the issues of the new constitution, it would be best to settle the remaining contentious issues through a broader political understanding and revive the CA to endorse the draft constitution.



He mentioned that though the Maoist later backtracked from the agreement, the major parties had already agreed on 11-province federal model. “There were differences over name, boundary and the number of provinces in Tarai-Madhes districts. We believe these issues can be settled through a broader political understanding,” he said.



Deuba faction has stressed that a fresh CA election could be the second option. “But this option is again very expensive and may invite bloodshed,” Nidhi further said.

 

According to a leader, Deuba has proposed formation of a Constitution Drafting Commission as the third option. “We can take the draft constitution to the people before finally promulgating the new statute,” the leader quoted Deuba as saying.



Deuba faction has been boycotting the party´s CWC meeting after the formation of ad hoc committees of various sister organizations. The faction has maintained that it would participate in the CC meeting called by the establishment faction only if the party president addresses their concerns.
