For instance, the number of people visiting the District Administration Office, Kavre for citizenship and passport has increased after the recent earthquakes. But they have been forced to wait for days and even weeks to obtain the documents from the office."A single section has been issuing both citizenship and passport. We do not have adequate manpower to handle the work load," said Bishwaraj Mainali, computer operator at the DAO, Kavre.
As old documents have been misplaced after the quake, the DAO officials have been asking the service seekers to come back at a later date.
"It took me three days to reach Dhulikhel. I had to wait for another three days to get my work done," said Khubnath Dulal, a teacher from Gokul village. The building of DAO was demolished twice and many old documents have gone missing since.
The proposed construction of a model DAO building in Kavre has failed to materialize. Although the government had begun construction of the DAO building some three years ago, the building is far from complete. It was proposed that the model building would have disabled-friendly toilet, parking lot and canteen.
But the construction company which bagged the contract for the building is in the process of being blacklisted. "The company is going to be blacklisted as it failed to construct the building on time. We will now award the contract to another company," said CDO Suraj Prasad Dhakal.
