Frequent change of guard at the administration offices has deteriorated security situation in the district. All the CDOs in Kailali have been removed well before they come to terms with the district´s security situation and devise measures to combat them. [break]
“On the one hand, we have been facing pressures from political leaders to let go of culprits we arrest on various criminal charges,” One of the four CDOs, who have been transferred from Kailali this year, says. “On the other hand, we are unable to chalk out strategies to combat crime.”
Baburam Sharma Lamichhane, who was appointed as the CDO of Kailali on December 14, 2008, was transferred within a month. His successor Shiva Prasad Nepal was posted there for a mere seven months. Hari Krishna Paudel, who came after Shiva Prasad, was replaced by Geha Nath Bhandari just over four months.
CDOs complain that they always need to kowtow to political leaders of the party which holds the MoHA to retain their office.
The shuffling of CDOs has been more frequent after the restoration of democracy in 1990. In the past four decades, Kailali has seen as many as 37 CDOs.
