KATHMANDU, Nov 9: Nepali Congress (NC) General Secretary Gagan Thapa has proposed an amendment to the party statute to ensure the inclusion of youth under 30 in the party’s Central Committee.
“In the changing political context, the party needs a comprehensive reform — by opening up membership, simplifying processes, and ensuring a decisive role for members in leadership selection and decision-making. There must be clear structures and procedures for representative and leadership selection at all levels, introduction of a primary system for candidate selection, effective functioning of sister and well-wisher organizations, and clarity in the roles of provincial committees. Likewise, there is a need to review governance term limits, lateral entry provisions, and deepen inclusivity in the party’s structure,” Thapa said.
Thapa had presented the proposal during a recent Central Committee meeting, with several key issues related to statute reform — from guaranteeing youth representation in the Central Committee to introducing new mechanisms for recommending candidates in elections.

“These matters must be addressed before the upcoming General Convention,” he added. “The Central Working Committee should take necessary decisions under Article 22(2) of the party statute to ensure meaningful participation and representation of Gen Z and the new generation across all levels. The party’s structure should be made inclusive from the grassroots, with accessible decision-making processes. The existing structure must be more efficient and result-oriented.”
According to Thapa’s proposal, leadership at every level of the party should be elected mandatorily from the lower level, ensuring bottom-up democratic practice within the organization.
