KATHMANDU, Feb 24: Nepali Congress (NC) has outlined constitution implementation as its main policy and program for the next four years.

In a draft of the party policy and program to be tabled for endorsement from the upcoming general convention of the party, NC has also stressed on focusing on implementation of the new constitution.

The draft of the policy and program has been distributed to  the party's Central Working Committee members for study. Discussions over the draft have been scheduled at the Central Committee meeting on Thursday.

A panel led by party Acting President Ram Chandra Paudel has been entrusted to prepare the policy and program of the party, for tabling at the general convention, which is scheduled to begin from March 3 in Kathmandu.

"The responsibility of constitution implementation is upon the NC, as our party has taken a leading role during its making and in the promulgation process," said NC Central Committee Member Nabindra Raj Joshi, quoting from the draft.

According to NC leaders, the policy and program also states that NC should take the initiative for addressing  dissenting voices against the new constitution.

"As NC has taken leading initiatives for the promulgation of the new statute and its first amendment, our party should also take the initiative for making it broadly acceptable," said another Central Committee member, Dhan Ran Gurung.

The draft has underlined economic prosperity, revolution in agriculture and hydropower development for the development of the country.

NC had sought suggestions from the party rank and file across the nation for the party's policy and program.

Meanwhile, demands for a probe into the death of NC President Sushil Koirala have been raised at the Central Working Committee meeting on Tuesday. Party leader Surya Man Gurung asked for the formation of a probe panel to investigate Koirala's death, claiming that the demise was not normal. He argued that Koirala was seriously ill but this had been hidden by his family and he died for lack of proper treatment. According to NC leader Govinda Bhattarai, another NC leader Bal Krishna Khad seconded Gurung's demand.

NC leader Shekher Koirala had asked party office bearers to make clear to the rank and file about the circumstances concerning the demise of Sushil Koirala.

NC has meanwhile urged the government not to initiate the appointment process for appointing judges without first giving full shape to the Judicial Council. "The meeting draws the attention of the responsible authorities not to proceed  with the appointment process for judges without first giving full shape to the Judicial Council," reads the statement issued by the party.
