Chiefs appointed at various govt institutions

KATHMANDU, May 28: The government on Thursday appointed top officials of several government institutions.

A cabinet meeting held at the prime minister's official residence in Baluwatar appointed Sugat Ratna Kansakar as the managing director of Nepal Airlines Corporation (NAC). The post was vacant since March 15 after MD Madan Kharel resigned from the post. Kansakar is the former GM of NAC and has also worked as executive director at NAC. He worked for two years as executive director and got retirement in June 2011.

NAC had decided to buy one narrow body and a wide body aircraft while Kansakar was the executive director. Accusing Kansakar and five other NAC officials for sending around US $750,000 lock-up money to the Airbus Company for the purchase of aircraft in violation of the Public Procurement Act, the CIAA had filed a case against them at the Special Court on December 25, 2010. However, on April 19, 2011, the Special Court acquitted Kansakar and five others.Likewise, Sanjiv Gautam, deputy director general of Civil Aviation Authority of Nepal (CAAN) has been promoted to director general. The post was vacant since Ratish Chandra Lal Suman, then DG and board member of Nepal Tourism Board (NTB), was suspended on the charge of corruption in April. He was due to retire on May 6 had he not been suspended.

Similarly, Dilip Raj Regmi has been appointed as the Chief Investigation Director at National Investigation Department (NID). The post had remained vacant for three months following retirement of former NID chief Jeet Bahadur KC.

Regmi, who was appointed on the recommendation of Deputy Prime Minister and Home Minister Bam Dev Gautam, had joined Nepal Special Service in 1989 as an inspector. On October 2014, he was promoted to the post of additional chief investigation director.

Similarly, the meeting also promoted Ganesh Raj Adhikari to the post of additional chief investigation director at NID. The post had also remained vacant for a long time.

Regmi has been appointed at a time when the department is being criticized for its poor performance in gathering intelligence regarding security threats.

Meanwhile, the Ministry of Federal Affairs and Local Development (MoFALD) on Thursday appointed Rudra Singh Tamang as the chief of Kathmandu Metropolitan City (KMC) Office.

Purna Bhakta Tandukar had been serving as the KMC chief earlier. But last Sunday, the ministry had dismissed former KMC chief Purna Bhakta Tandukar for his poor performance.

Tamang was joint-secretary at Ministry of Commerce and Supplies (MoCS). He has a long experience as local district officer in Dhading and Nuwakot districts before he was transferred to MoCS from MoFALD.
