Big 3 meet on SRC inconclusive

KATHMANDU, Nov 20: A meeting of top leaders of the three major political parties—UCPN (Maoist), Nepali Congress and CPN-UML—on the formation of a state restructuring commission (SRC) has ended inconclusively on Sunday morning.



The meeting, held at the Ministry of Peace and Reconstruction in Singha Durbar,.was expected to decide the number, tenure, leadership and jurisdiction of the SRC that would have say on the country’s federal setup to be adopted in the new constitution. [break]



The leaders along with those from United Democratic Front will again sit for another round of talks on Monday and come up with the number, jurisdiction and leadership of the SRC, Maoist Secretary CP Gajurel told reporters after the meeting.



NC Vice-president Ram Chandra Paudel said today´s meeting could not bear fruit due to inadequate time for more discussion as the top leaders are scheduled to leave for Bardiya later in the day to initiate the drive to return properties seized during the armed conflict.



UML Chairman Jhalanath Khanal said the leaders would most probably settle the issues related to the formation of the SRC at Monday´s meeting scheduled at 8:30 am.



He also said there is a possibility that the strength of the SRC would, at most, be seven. He, however, did not say which party is likely to lead the commission.



Despite an agreement on constituting a panel of experts to recommend the federal model, the leaders late on Friday had decided to go in for the SRC following stiff opposition from the lawmakers from indigenous communities and the dissident Mohan Baidya faction of UCPN (Maoist).



The three-party leaders along with those from the United Democratic Madhesi Front had decided to form an SRC through political consensus in three days and task it with reporting on the federal model to the government in two months.



Following the decision, the cabinet had endorsed both the withdrawal of the bill on the 11th amendment to the interim constitution—that was required to pave the way for formation of the expert panel---and the three-party decision to form an SRC, as provisioned in the interim constitution.



As per constitutional provision, the government appoints the expert panel while the Constituent Assembly is responsible to form the SRC.
