Theoretically, the party radicals apparently look victorious from Sunday´s Central Committee (CC) decision, but they are not quite sure if the party establishment will sincerely implement the decisions.[break]
"Theoretically speaking, it is a victory of the revolutionary line and the defeat of the revisionists and promoters of parliamentary politics in the party," says Maoist leader Kul Prasad KC.
Following are the decisions of the Maoist Central Committee CC) which were read out to the CC members, but yet to be handed out to them in writing.
1. To go for the constitution of a “people´s federal democratic republic” as an immediate political line.
2. To be committed to people´s revolt through pressure from the streets, parliament, government.
3.Give priority to peace and constitution. But the party to appeal to the people for a people´s revolt if prevented from framing a pro-people constitution and a dignified integration of the PLA into the NA.
4 .Complete a New Democratic Revolution by defeating feudalism and imperialism.
5. Formulate struggle programs to address the people´s daily concerns and promote nationalism and people´s democracy.
6. To mobilize the sister wings to address people´s needs and issues.
7. Forge joint fronts down to grassroots levels
8. Youths to lead the tasks of production, development and people´s mobilization.
9. Establish “martyrs´ foundations” throughout the country and run programs to honor the injured and the combatants.
10. Hold cadre orientation programs and meetings till January 3, and run struggle programs for pro-people constitution and dignified integration of the PLA.
11. Form a national consensus government, and intervene in the constitution drafting process through the streets, parliament and government.
Procedural regulations
1. The party being at transitional phase, no decision will be taken through majority votes.
2. Adopt the method of consensus for decision making.
3. Forge consensus on the contentious and yet-to-be reviewed issues. Allow the party factions to take the disputes outside by informing the party headquarters.
4. Adopt consensus on the contentious issues in the committees and if consensus is not reached, let the factions go their own ways.
5. The contentious issues could be raised inside and outside the party in a friendly way.
6. Both [Dahal´s and Baidya´s] political documents to be taken to grassroots level for consensus.
