But Maoist Secretary CP Gajurel said there is no need to make hue and cry over the term. "The term is established among the people and has been widely used in other documents in the past as well," Gajurel said.
Prime Minister´s Chief Advisor Prakash Jwala conceded that the government was compelled to include the term under Maoist pressure. "We couldn´t avoid it as leaders from the main coalition partner insisted on inserting the term," Jwala told Republica.
It may be recalled that the parties avoided the use of the term "people´s war" in the Comprehensive Peace Agreement after much debate.
NC also labeled the policies and programs as ´document of gossips´.
Prakash Sharan Mahat said the documents look fabricated rather than pragmatic to be implemented.
He even accused the government of trying to bring out a budget for the benefits of the cadre’s.
He expressed doubts regarding implementation of the policies and programs.
This is the second time that a President has presented the policies and programs in the Constituent Assembly (CA).
Last year due to lack of consensus between the political parties, the government announced an ad hoc budget without carefully preparing the policies and programs.
