CC set to vote on 99 provisions

KATHMANDU, Dec 24: The Constitutional Committee (CC) of the Constituent Assembly (CA) has prepared a list of 99 provisions to be incorporated in the new constitution after voting as the political parties failed to resolve the issues on the basis of consensus. Officials said the CA secretariat has completed all the preparations for voting on Friday.



The CC, which has been entrusted the responsibility of preparing a single integrated report by incorporating the preliminary draft reports submitted by all the eleven thematic committees apart from preparing its own preliminary draft report, is the first thematic committee that failed to resolve many issues on the basis of consensus.



Many of the issues will be decided by voice votes after the CC Chairman Nilambar Acharya puts the issues before the 64-member committee meeting on Friday. “The CC will go for division of votes only if the members are not satisfied with the decision taken on the basis of voice votes on particular agenda items,” Tek Prasad Dhungana, secretary of the committee, told myrepublica.com. As per the CA regulations, an agenda needs to be decided through division of votes after 10 percent of committee members demand it.



The CC is entrusted to prepare a preliminary draft report and concept paper on the preamble of constitution, provisions on political parties, constitution amendment, state of emergency, transitional period and on definition of the country, among other issues.
