KATHMANDU, May 15: Shram Sanskriti Party Chairperson and lawmaker Harka Sampang has accused Prime Minister Balendra Shah of failing to uphold parliamentary and constitutional responsibilities, demanding his resignation on moral grounds.
In a statement issued on Friday, Sampang said the Prime Minister has not acted in accordance with his duties and should step down on ethical grounds.
He accused the Prime Minister of undermining Parliament and weakening public trust in democratic institutions. Listing his concerns, Sampang claimed the Prime Minister remained absent during key parliamentary proceedings, including the presentation and discussion of the government’s policies and programmes, and did not respond to lawmakers’ questions.

He further alleged that the Prime Minister watched parliamentary proceedings from his office instead of attending in person.
According to Sampang, such conduct reflects disregard for parliamentary norms and democratic accountability and raises questions over the Prime Minister’s commitment to legislative responsibility.
“The Prime Minister has disrespected Parliament and weakened the democratic faith of the Nepali people expressed through it. This has left a black mark in the history of parliamentary practice,” the statement reads.
Sampang also questioned the Prime Minister’s moral authority to remain in office while allegedly avoiding Parliament and public scrutiny.
He further criticized the government’s increasing reliance on ordinances, arguing it weakens Parliament’s role and relevance. He also accused the government of failing to address key issues including border security, protection of vulnerable citizens, and basic public welfare.
Sampang said leaders who fail to fulfil their responsibilities should resign on moral grounds, adding that stepping down would uphold democratic values and public trust.
