We failed to table TRC bill: Maoist leaders

KATHMANDU, May 20: Top leaders of the UCPN (Maoist) have admitted their failure to table the bill on the formation of truth and reconciliation commission and the commission on disappearances in parliament.



"My first priority when I became the prime minister was to get the bills on the formation of Truth and Reconciliation Commission (TRC) and Commission on Disappearances tabled in parliament. I even made attempts to endorse the bills through ordinance. But I failed on both counts," Ekaraj Bhandari, chairman of Association of Family-Fighters Disappearance by State (AFFDS), quoted Dahal as saying at a function organized by AFFDS. [break]



The function was organized in memory of those arrested and disappeared from Tebahal, Kathmandu in 1999. Danda Pani Nyaupane (Maoist central committee member), Nabin Gautam, Milan Nepali and Kamala Sharma were the ones disappeared.



Similarly, Prime Minister and party Vice-chairman Baburam Bhattarai said he did not succeed in his attempts to get the bills tabled in parliament as he lacked majority. "I could not do what I wanted to do," Bhandari quoted Bhattarai as saying. Bhattarai also informed that the government is planning to introduce a single bill on the formation of the commissions.



However, AFFDS has been demanding two separate bills for the formation of the commissions.



Addressing the function, Senior Vice-chairman Mohan Baidya admitted they failed to make public the status of those disappeared during the insurgency even when the party has led the government twice. He also said that separate bills on the formation of the two commissions should be tabled in parliament.



According to AFFDS, 1,097 people were disappeared by the state during the conflict.
