KATHMANDU, March 28: Vice Chairman of Unified CPN (Maoist) Dr. Baburam Bhattarai has said promulgation of the new constitution on time will be difficult if the proposed state restructuring commission is formed now.

Talking to reporters after taking part in today´s meeting of Constitutional Committee (CC), he said, "It would have been better had the commission been formed earlier. But now time is running out. It will be difficult to draft the constitution on time if such a commission is formed now."

Since discussion on constitution drafting process is underway the new statute should be drafted by May 28 even by adopting a shortcut to constitution drafting process, he said.

Chairman of CC Nilambar Acharya said discussion on distribution of state power and state restructuring is underway and out of 78 disputed issues, consensus has been forged on 24.

CC member Lokendra Bahadur Chand said CC meetings are focused on state restructuring issue and maintained that his party wants to solicit advice of experts on the issue.
