Talking to myrepublica.com, Poudel said that the Maoists´ non-cooperation in concluding the peace process, their failure to abide by the commitment to promulgate democratic constitution and their dilly-dallying in forming the state restructuring commission have made it impossible to promulgate new constitution on May 28. Poudel said that efforts are still under way to forge consensus among political parties to promulgate new constitution on time. “The Maoists have stood as hindrance to promulgating new constitution on time,” he said.
The assertion by Poudel, who is also the vice president of the party, comes a few days after UML Chairman Jhala Nath Khanal told in public that promulgation of new constitution was not possible by May 28.
Poudel said though the Maoists expressed their commitment to democratic constitution they have inserted various non-democratic provisions in the draft of the new constitution especially after Maoist Chairman Pushpa Kamal Dahal stepped down from the government in May last year. “The Maoists´ insertion of non-democratic provisions has created deadlock in the constitution-drafting process,” he argued.
The Maoists have managed to insert a provision in the draft constitution which makes the parliament all-powerful, thereby leaving the concept of check and balance non-functional. Among other things, they have also advocated against pluralism.
No govt change through street protests
Nepali Congress (NC) has termed the upcoming protest programs of the UCPN (Maoist) to dislodge the current government ´unjust´.
NC Vice President Ram Chandra Poudel said any modern government does not collapse under the pressure of street protests but through a due process in the parliament. "This is just an act of the Maoist to put the state at loss,” he said. “This will only aggravate confusion in the country.”
His remark comes in the wake of the main opposition party, UCPN (Maoist) announcing a mass street protests beginning May 1 in Kathmandu to de-seat the current government.
Poudel said there is slim chance of forming a Maoist-led government as the Maoists have failed to win trust of the other parties. “We have forwarded four conditions for forming a Maoist-led government but they have ignored our conditions.”
