Protest district judges recommendation, continue hearing boycott

KATHMANDU, Aug 12: Expressing strong dissatisfaction over the names forwarded by the Judicial Council for the position of district court judges, government attorneys have boycotted hearings at courts from Tuesday.

"We have urged all government attorneys to boycott hearings at courts as the Judicial Council ignored our suggestions that we had submitted to the chief justice through a memorandum on Sunday," said Kedar Kumar Adhikari, the chairman of the Nepal Civil Service Employees Association at the Office of Attorney General."The Judicial Council recommended the judges' names randomly without setting any criteria. Only 12 government attorneys are recommended for the judges' positions, while the names of 39 judges from the judicial service were recommended," said Adhikari.

He argued that the Council's decision proves that government attorneys can become judges only with the mercy of members of the Judicial Council. "We urged the chief justice and the Judicial Council to sit for dialogue with us as the judges' appointment is directly related to our career building," he added.

However, Attorney General Baburam Kunwar said that government attorneys reported for duty on Tuesday and Wednesday. "Some deputy attorney generals have expressed dissatisfaction over the recommendation. I urged the trade unions to understand the recommendation process. I hope the attorneys will not resort to any harsh steps," said Kunwar.

Meanwhile, Adhikari claimed that Attorney General Kunwar promised to take up their issues and reservations with the chief justice, who leads the Judiciary Council, by Thursday.

Judicial Council on August 6 had recommended 60 gazetted second class officers for appointment as district court judges.
