New chief secy calls for result-oriented bureaucracy

KATHMANDU, Aug 6 : Shortly after assuming office on Monday, Chief Secretary Leela Mani Paudyal said making a result-oriented and accountable bureaucracy would be one of his priorities and directed the government secretaries to make preparations to that end.



Known for his assertiveness in ushering in good governance, Paudyal said the work toward making the bureaucracy accountable to the public has been begun right from Monday. [break]



"I have directed secretaries of ministries concerned to make preparations to sign performance contract with project managers of national pride projects. This is a step toward developing result-oriented and accountable bureaucracy," said Paudyal when asked about his priorities.



In such contracts, the managers of national pride projects will have their work details and the resources to be provided by concerned ministries to carry out the responsibilities.



The government has tagged big projects like West Seti (750 MW), Upper Karnali (900 MW), Upper Marsyangdi (600 MW), Tamakoshi-III (650 MW) and Arun-III (900 MW) as national pride projects.



Likewise, other such projects include 76-km Kathmandu-Tarai fast track, Nijgadh international airport project, Metro Railway in Kathmandu and the project to upgrade Tribhuvan International Airport.



Similarly, highways along North-South corridor, Kathmandu Waste Management Project, Chemical Fertilizer Plant Project, Nepal Infrastructure Bank and establishment of star hotels on government land are other projects of national pride.



Paudyal further said that he plans to gradually introduce performance contracts system for government secretaries.



Saying that he would promote reward and punishment system in bureaucracy, the newly appointed chief secretary further said that he emphasized on introducing result-oriented work performance system.



Paudyal said there is also the need for effective mobilization of state mechanisms for achieving the goals set by the government. "My priority will be to effectively mobilize state mechanisms to implement the government´s agenda," said Paudyal, "There is also the need for revamping of the bureaucracy to make it result-oriented."
