KATHMANDU, June 19: The Nepali Congress (NC) has decided to take proactive initiatives for talks with other major political parties to bail the country out of the current constitutional crises.

"Political consensus is a must to safe land the country from the current crises. Our party has decided to take proactive initiatives to hold dialogue with other parties to forge consensus," CWC member Arjun Narsingh KC told media after the meeting held at the party´s headquarters in Sanepa. The CWC meeting also participated by Sher Bahadur Deuba-led faction after over nine months of boycott over a row about party´s sister organizations also decided to intensify protests across the country alongside talks with other parties including the UCPN (Maoist). The row in the student wings was settled after the party´s establishment faction inducted additional 20 members in the ad hoc committee of Nepal Students´ Union and six members each in Tarun Dal and Nepal Women´s Association from Deuba faction.

Addressing the meeting at the outset, party president Koirala and senior leader Deuba stressed the need for forging national consensus to resolve current crises. Both the leaders maintained that since protests alone would not yield desired result, NC should take lead role to bring other parties to consensus through dialogue and negotiations, said CWC member Badri Pandey.

Majority of 20 CWC members addressing the meeting Tuesday urged the party to be clear on the alternatives to resolve the current constitutional crisis. The CWC leaders including N P Saud, Bhisma Raj Angdambe and Prakash Sharan Mahat among others addressing the meeting had argued that promulgation of the new statute after settling contentious issues through a referendum would be a more legitimate alternative than reinstating the CA.

Those callling for referendum argued that it would be better to settle the remaining contentious issues of new constitution such as federalism through referendum and bring a new statute based on the draft prepared by the CA.

The meeting has made an understanding to form a committee comprising senior leaders to forward suggestions to the CWC to address their concerns after holding intensive dialogue with the agitating party leaders. This comes in the wake of leaders belonging to indigenous nationalities threatening to boycott the party´s function if the party did not come up with clear position on their demands including identity-based federal provinces.

The meeting also discussed in detail whether to take action against NC Chitwan District Committee chief Bikash Koirala over his ´questionable´ role in connection with the incident involving the murder of the then Tarun Dal chief Shiva Paudel in Chitwan. The party´s office bearers have been asked to bring a proposal after studying the report prepared by Krishna Prasad Sitaula-led probe committee and clarifications furnished by Koirala on Wednesday´s CWC meeting.

The CWC meeting has denounced excessive use of force against NSU and Tarun Dal cadres in their peaceful protests and the government decision to demote acting general manager of Nepal Television Dipak Mani Dhital. The meeting has also demanded that the government immediately revoke the fuel price hike decision.
