The government has made a policy to establish a separate central body for the implementation and distribution of Bio-Metric Smart Card along with photograph for Nepali people as National Identity Card that can also be used in election.
Pokharel said the ministry, as per the policy, has started to make a legal draft to distribute smart cards.
