KATHMANDU, Nov 18: The parliamentary board meeting of the UCPN (Maoist) at the parliamentary party office in Singha Durbar failed to resvole party’s internal dispute over the expert panel on federal model to be adopted in the new constitution.
At the meeting, the party establishment was trying to convince the dissident Mohan Baidya faction about the agreement reached among the three major parties. [break]
The meeting has been inconclusive since the party radicals maintained their stance that the constitution amendment bill addresses the concerns of janjati lawmakers.
“We will hold talks with NC and UML as well as the CA members from the janjati cultures,” said Maoist Chairman Pushpa Kamal Dahal after emerging from the meeting.
The hardline faction pressed that the expert panel should not have the right to trample the decision of the CA state restructuring committee. “We must find a middle ground and address the demands of janjati CA members,” said Maoist Chief Whip Dev Gurung, who is from the party´s radical faction.
Earlier, a meeting of the three parties—UCPN (Maoist), Nepali Congress and CPN-UML—had forged an agreement on the Terms of Reference (ToR) of the proposed expert panel, the formation of which will require the House to pass the constitution amendment bill through a two-thirds majority vote.
The Baidya faction has stood against the idea of setting up the panel of experts, arguing that the existence of such a panel would mean overstepping on the jurisdiction of the Constituent Assembly, and resisted the tabling of the statute amendment bill in parliament.
