The Maoists have started ´people´s action´ and a ´labor camp´ in Rukum as during the people´s war. “The local bodies have been revived,” claimed Ganesh Shah ´Khadkajung,´ a local Maoist activist, adding, “It started with the action taken against Kami.”
Kami was assigned labor at a school in Rukum and kept in the ´labor camp.´ Although the school is within five minutes´ walking distance from the police post, police authorities said they were unaware of his case.
On October 4, Kami had a minor scuffle with some Maoist activists, and he was abducted Saturday night. “We took him to investigate whether there was any force behind him,” Shah further said. Shah claimed that since no one came to secure his release, they let him go. Kami is a local CPN-UML cadre.
Meanwhile, Rukum in-charge of the Maoists, Sarun Batha, has said that he is unaware of the incident. Batha, who is in Kathmandu, also said no decision in the case was taken by the Maoists from the district level. “It could be a fight among the cadres,” Batha said, adding, “In the present situation, there can be no labor camp or people´s action.”
The Maoists, after stepping down from government, declared a “jana andolan” and established “jana andolan coordination committees” in many villages. This has also been called the Maoists´ self-styled ´people´s government.´
Batha, however, said that the party has not made any policy decision on reviving the ´people´s government´ at district levels.
