The Ministry has already released guidelines on JITCO´s Industrial Training Program (ITP) and Technical Internship Program (TIP) for Nepali industrial workers.
“Now that the guidelines have been issued, we urge the authorized agencies to initiate the sending process by exploring demands for Nepali workers from Japanese enterprises,” Minister for Labor and Transport Management Mohamad Aftab Alam told the press on Thursday.
Baburam Acharya, secretary at the MoLTM, said the guidelines would be a milestone in exploring employment opportunities and enhancing skills for Nepali industrial trainees in lucrative Japanese market.
“The guidelines will help streamline and expedite the process of sending workers under the JITCO´s human resource development program,” Acharya added.
Government officials say some 1,000 industrial workers will get the opportunity to work in Japan under the program this year.
The guidelines has clearly specified the responsibility of sending agencies, receiving companies, workers and Nepali embassy in Japan as to systemize the recruiting process.
According to the guidelines, sending agencies can collect a maximum of Rs 50,000 from each intern. The sending agencies will have to bear cost of job promotion, health check and pre-departure orientation for workers. The workers will have to bear insurance premium, fee for learning Japanese language and culture and contribution to the Foreign Employment Welfare Fund.
The government and JITCO signed a Memorandum of Understanding (MoU) to this effect in December, 2003. A total of 15 countries have signed such part with JITCO. Only six Nepali women have got the opportunity to join Japanese garment factory through the Federation of Nepalese Chambers of Commerce and Industry under the two-year program.
The government has designated a total of 172 agencies, including FNCCI, to send workers to Japan.
