Upreti, however, was quick to add that the participation of all the political parties was vital for a "meaningful" election.
Speaking at an interaction organized by Nepal Ph.D. Association in Kathmandu on Tuesday, Upreti said, "We are ready to hold the election on the scheduled date, but for the meaningful election all the political parties should join the polls." [break]
The chief election commissioner also urged the Mohan Baidya-led CPN-Maoist to register his party in the EC as soon as possible. "There has been no amendment in the election-related laws, apart from reducing the number of lawmakers," he added.
CPN-Maoist Secretary Dev Gurung, on the other hand, repeated his party´s stance that it would not to take part in the electoral process unless the government fulfilled its demands.
"A round table conference and the revocation of the changes in interim constitution made by the Regmi-led government are the two major demands of our party," he said, adding that neither the government nor the four major political parties were serious about the demands by the agitating 33-party alliance.
Claiming that there was no logic behind the government´s decision to hold the CA polls on November 19 under the existing circumstances, he added, "We are ready for dialogues to forge a political consensus in order to conduct a meaningful election."
Senior leader of CPN-UML Madhav Kumar Nepal, on the other hand, stressed on the need to hold the polls on the scheduled date.
Arguing that the state had no other alternative than to hold competitive electoral politics, he added, "If the next Constituent Assembly too fails to draft a constitution, we will have to go for a referendum."
Vice Chairman of UCPN (Maoist) Narayan Kaji Shrestha said that they were ready to address the concerns raised by the Baidya-led alliance.
"We are ready to hold a round table conference and reform the High Level Political Committee as these two issues are the major concerns raised by Baidya," he said.
"But, there will be a severe attack on national integrity and sovereignty, if the polls are disrupted," he warned.
Senior leader of Nepali Congress Sher Bahadur Deuba urged the Baidya-led alliance to join the November 19 election, stating that it was necessary to bail the country out of the festering political transition and also to assure the international community that the country is heading in the right direction.
