KATHMANDU, May 12: Nepali Congress President Sushil Koirala has said that the appointment of the head of the Commission for Investigation of Abuse of Authority (CIAA) was a result of the given context and out of compulsion.

Releasing a book ´Omkar Prasad Shrestha : Bichar ra Rachana´ by Congress leader Omkar Shrestha here on Sunday, he said a challenging decision was taken in order to fulfill the need and responsibility towards fulfilling the vacuum in the constitutional bodies for a long time.[break]

"The CJ-led government and the appointments to the constitutional bodies were both controversial but a result of context and compulsion. These incidents have been a great learning", he said.

However, he said there was no point making it an issue of debate as it would weaken democracy and nationality, Koirala added.

Former Speaker Taranath Ranabhat, critics Dr Ramesh Kumar Dhungel and Dr Tulasi Bhattarai, and writer Shrestha shed light on various aspects of the book.

The 300-page book includes more than 46 articles and interviews relating to Shrestha on matters relating to Nepal´s democratic movement, transitional policy and the problems facing the nation.
