CC returns questionnaire to subcommittee

KATHMANDU, May 13: The Constitutional Committee (CC) of the Constituent Assembly on Sunday returned the questionnaire prepared by the dispute resolution subcommittee to the latter, issuing instructions to finalize the questions by accommodating suggestions offered by CC members at the meeting.



The questionnaire was returned to the subcommittee after some of the Maoist members, including Dev Gurung and Jaypuri Ghartimagar, in the CC fiercely criticized the top leaders for preparing the questionnaire by inserting additional options.[break]



The CC meeting was expected to endorse the questionnaire and forward it to the full CA meeting that was called for Sunday afternoon. Failing to settle the disputes in constitution writing, the leaders have agreed to decide the disputes through vote in the full CA.



Earlier, in the morning, the subcommittee had prepared a list of 30 questions and tabled it for approval in the CC. The questionnaire was prepared by converting 30 subjective questions into objective format.



UCPN (Maoist) Chairman Pushpa Kamal Dahal as subcommittee head had tabled the questionnaire at the CC meeting. "In view of the suggestions offered by the members, it would be appropriate to send the questionnaire back to the subcommittee," said Dahal at the meeting.



While leaders had earlier prepared the questionnaire excluding the contentious issues of state restructuring, this time around they have decided to prepare the questionnaire incorporating all the issues.



Leaders at a meeting on Saturday evening agreed to include the options developed later during the discussions as mid-way solution but lawmakers from dissident faction of the UCPN (Maoist) objected to the decision saying that options can´t be inserted just at the whims of top leaders.



"Our opinion is that votes should be conducted only on the options that have come through the CA´s thematic committees," Jaypuri Ghartimagar told Republica.



With the CC failing to forward the list of questions to be decided through votes in the CA, the CA meeting called for Sunday afternoon has been postponed for Monday.
