KATHMANDU, Sept 14: After failing to reach consensus on several important issues, the Constituent Assembly (CA) committee on determining the form of governance on Monday formed a sub-committee to find common ground of the political parties on disputed topics.

The political parties have differences over several critical issues like presidential or prime ministerial system, Westminster or other model of parliament, formation of central and provincial governments, and electoral system.

The members of the sub-committee are Pampha Bhusal, Giriraj Mani Pokharel, Dr Prakash Sharan Mahat, Jip Chhiring Lama, Bishnu Poudel, Krishna Prasad Sapkota, Prithivi Subba Gurung, Allauddin Ansari, Laxman Mahato, Brijesh Kumar Gupta and Yadu Bansha Jha. They will held separate talks and try to bridge the differences among the parties.

The UCPN (Maoist) has proposed a presidential system with executive power, the Nepali Congress has proposed Westminsterial parliament system and the CPN-UML is for directly-elected prime ministerial system with a ceremonial president. "We are planning to complete the task before Dashain," Sapkota said.
