Big 3 register common proposal for amendment

KATHMANDU, Sept 5: Three major political parties—the Nepali Congress, the CPN-UML and the UCPN (Maoist) – registered a common proposal on the amendment of the revised bill of Nepal’s Constitution-2015 at the Constituent Assembly Secretariat on Saturday.

With this, a total of 46 amendment proposals were registered.

NC Chief Whip Chinkaji Shrestha, UML Chief Whip Agni Kharel and UCPN (Maoist) Chief Whip Girirajmani Pokhrel collectively reached the CA Secretariat and filed the common proposal on the amendment of the draft constitution.

However, Madhesi People’s Rights Forum (Democratic) Chair Bijay Kumar Gachchhadhar did not join the group to file the proposal. But chief whips of the three parties have expressed their hope that leader Gachchhadar sooner or later would come to their league.

No threshold, no constitutional court, a federal commission to address grudges on delineation of province

Earlier, the second meeting of the big parties Saturday had agreed to table a common amendment proposal on revised bill of Nepal's Constitution 2015.

The meeting of the three big parties- Nepali Congress, CPN-UML and the UCPN (Maoist) - held at Singha Durbar took this decision to conclude the constitution writing.

The meeting has come up with the finalization of the long time disputed issues as- religion, constitutional court and threshold.

As per the common amendment proposal, there won't be a separate constitutional court, but a constitutional bench under the Supreme Court; secular state will be mentioned but with some explanation of age-old religion, there won't be threshold, a federal commission will be formed to resolve the disputes emerged on the delineation of the provinces (However, Baglung district won't be split); commissions on ethnic community, Muslim, Madhesi and Tharu would be formed.

The meeting was attended by Prime Minister and Nepali Congress President Sushil Koirala, Vice-President Ram Chandra Poudel, CPN-UML Chairman KP Sharma Oli, Vice-Chairperson Bidyadevi Bhandari, senior leader Madhav Kumar Nepal, UCPN (Maoist) Chairman Pushpa Kamal Dahal, Vice-Chairman Narayan Kaji Shrestha and senior leader Baburam Bhattarai.


Before the filing of the common amendment proposal of the big three parties, the lawmakers from Rastriya Prajatantra Party, RPP Nepal, Janamorcha Nepal, Nepal Pariwar Dal and Nepal Rastriya Party filed the proposals at the CA Secretariat.

A few lawmakers from major parties- Nepali Congress and UCPN (Maoist) have individually registered the amendment proposal.

Lawmakers Bhaskar Bhadra, Kumar Khadka, Chandreshwor Jha, Atahar Kamal Musalman, Arjun Narsingh KC, Jayadev Joshi, Surendra Prasad Jaiswal, Satya Narayan Bin Bhagat, Prem Suwal, Dilli Prasad Kafle, and Anuradha Thapa Magar registered the amendment proposal.

Socialist Janata Dal, Nepal Janamukti Party ( Democratic), Khambuwan National Front, and Dalit Janajati Party are in the list of parties registering amendment proposal on the revised constitution draft.

However, NC CA member Arjun Narsingh KC individually registered an amendment proposal at the CA secretariat, going against the party direction to do so. In his proposal, he sought the replacement of word ‘secularism’ with ‘multi-religious’. On Friday, another CA member of the NC Shekhar Koirala too had filed an amendment proposal. RSS
