KATHMANDU, April 18: The Maoist-affiliated All Nepal National Independent Students Union-Revolutionary (ANNISU-R) has decided to further intensify protests against the decision of Tribhuvan University (TU) to hike examination fee. [break]

The student wing said it will picket Office of the Controller of Examinations and Vice Chancellor’s office on Sunday.

ANNISU-R General Secretary Himal Sharma said they will ostracize TU registrar and examination controller on Tuesday and Wednesday. “We will be compelled to unveil a series of new protests if the TU fails to meets our demands,” he added.

The ANNISU-R padlocked controller’s office and VC’s office since April 8 in its bid to make TU authorities yield to their demand. This has greatly affected regular work at the examination offices, causing further delay in examination results and other works.

Last month, TU increased examination fee for intermediate level from Rs 180 to Rs 300. Likewise, the examination fee for bachelor’s level was increased from Rs 240 to Rs 400 and the master’s level from Rs 340 to Rs 570. The revised examination fee is applicable for master’s level starting next year.

Officials at the OCE said the fees had remained unchanged for the past seven years and they were compelled to revise.

Some 500,000 students including about 150,000 regular students sit for examination each year under the TU.

TU Examination Controller Daya Nanda Bajracharya said they are forced to pay teachers less remuneration for examining answer sheets as compared to higher secondary examination and SLC examination as they charge less examination fee.

Currently, higher secondary examination board pays teachers Rs 15 and School Leaving Examination Board Rs 12 for checking an answer sheet. However, TU pays teachers Rs 10.60 per answer sheet. “We are having difficulty finding teachers to check answer sheets and work as invigilators because of the meager remunerations,” said Bajracharya.

ANNISU-R has been arguing that TU authorities could mobilize alternative sources of income to fill the funding gap. “TU has not been able to pay salary to teachers hired on contract last year as the government has not increased our budget,” said Bajracharya. “The only option left with us is to increase the fee.”

The TU had hired some 1,400 part-time teachers on contract basis last.
