The existing provision on passport service demands different charges from seekers at home and abroad.
The Nepali citizen pay certain amount as fixed by the government while taking passport from within the country while a Nepali citizen residing in a foreign country is charged unequally for the service, the writ registered Thursday by advocate Shyam Dhwaj Karki stated.
The writ has named the Office of the Prime Minister and Council of Ministers, the Ministry of Foreign Affairs and Department of Passport as the defendants.
Such policy lacking uniformity was itself a 'discriminatory' one and it should be revised. It, economically discriminatory policy, was contrary to the Article 139(1) of the Interim Constitution of Nepal-2007 which has guaranteed equal rights to every Nepali citizen, advocate argues in the writ.
A Nepali citizen has to pay Rs 5,000 for acquiring passport from home, while the same citizen has to pay around Rs 15,000 in the US and around Rs 13,500 in the EU countries. This fee is about Rs 8,000 in the Gulf and other countries, the writ stated.
