UML leaders file petition at SC against Koshi CM Thapa

BIRATNAGAR, Aug 23: The leaders of CPN-UML have filed a writ petition at the Supreme Court (SC) against the Chief Minister (CM) of Koshi Province, Uddhav Thapa, on Wednesday, claiming that Thapa obtained the vote of confidence by violating the Constitution. The UML leaders from the Koshi Province Parliamentary Party, along with Hikmat Kumar Karki, approached the SC.

BIRATNAGAR, Aug 23: The leaders of CPN-UML have filed a writ petition at the Supreme Court (SC) against the Chief Minister (CM) of Koshi Province, Uddhav Thapa, on Wednesday, claiming that Thapa obtained the vote of confidence by violating the Constitution. The UML leaders from the Koshi Province Parliamentary Party, along with Hikmat Kumar Karki, approached the SC.


On Monday, Chief Minister Uddhav Thapa got the vote of confidence by obtaining the vote from Israial Mansuri, who is the acting speaker of Koshi Provincial Assembly. Rewati Raman Bhandari, chief whip of the UML parliamentary party, said that the writ petition was filed at the Supreme Court with the claim that the constitutional provision has been violated while taking the vote of confidence.

In the writ petition, it has been claimed that it is against the rules of the provincial assembly and the provisions of the constitution as it has been announced that the vote of confidence was taken forcefully.


Deputy Speaker Srijana Danuwar convened a Provincial Assembly meeting at 1PM on August 20 and went to Kathmandu on the same day citing health reasons. Israial Mansuri, a member of the presidium of the Provincial Assembly, conducted the Provincial Assembly meeting.


After a division of votes on the proposal related to the vote of confidence in the Chief Minister, when it was time to disclose the vote cast, Mansoori invited a Provincial Assembly member from CPN (Maoist Center) Geeta Timilsina to the Speaker's seat and proceeded to conduct the voting.


Based on Mansuri's vote, Chief Minister Thapa received 47 votes and received a vote of confidence in the provincial assembly. There were 30 votes against him.
