He has started consultations with vice chairpersons, general secretary and other senior members. Leaders of the second largest ruling party,CPN UML, were clearly divided on the controversy over the action initiated by the government against Nepal Army (NA) Chief Rookmangud Katawal.

A clear division surfaced in the party over the issue with the party establishment led by Khanal siding with the largest ruling party Unified CPN (Maoist) and another faction led by KP Sharma Oli vehemently opposing the Maoists.

Senior UML leader Madhav Kumar Nepal, too, is publicly opposing the Maoist decision to sack the army chief and his role has been taken as a middleman between two factions.
