The health workers at the Institute closed the emergency services at the hospital from 6 am to 10 am on Tuesday s part of their general strike.
Baburam Khadka of Bharraul and Ishwar Rai of Hansposa, Sunsari district, who were receiving treatment at the hospital died in the absence of treatment and care.
The health workers are on strike after Ramesh Dhakal, a local of Dharan, beat a doctor on 21 September for negligence in attending to a child injured in motorcycle accident that he had brought to the hospital for treatment.
Meanwhile, in Ilam, two people have died in separate accidents on Tuesday.
Raju Verma, a resident of Biratnagar, died after the truck he was traveling in overturned at Godak-4 on the Mechi highway.
The truck (Na 3 Kha 5418) was going towards Ilam from Biratnagar when it overturned some distance down from the road at 8 am today. Driver Madhav Lama and assistant driver Shiva Lama have been injured and they are undergoing treatment in Aitabare.
Meanwhile, one person died due to electrocution at Maipokhari, Ilam on Tuesday night. He is 46-year-old Uddhib Bahadur Gurung of Maipokhari-8.
He was electrocuted while repairing an electricity supply line, according to police.
