The meeting could not arrive at any conclusion as the TASC argued that it should be allowed to collect tax and bid for tenders as per the ILO-169. The Council´s Foreign Department Chief Liligambhir Chaudhary said that the Council had taken over the tender process to press the state to implement the ILO Treaty.
Declaring the tenders usually called by the District Development Committee as illegal, the Council on its own issued tender notices for import and export of stones, sand and pebbles from 36 rivers. The Council claimed that the indigenous community had the first right to utilize water, land and forest resources.
The Council Head of Finance Department Nanda Kumar Chaudhary said that the Council would not abide by the local law and work as per the ILO Treaty.
Stating that the Council could not run parallel government, the Chief District Officer, Rishiram Dhakal, warned that the authorities may have to use force to tame the dissidents.
Meanwhile, the representatives of various political parties have advised the local administration to resolve issues on the basis of consensus and understanding. The meeting will resume Thursday.
