“The secretariat has been directed to prepare a plan of action for integration and rehabilitation,” Dr Ram Sharan Mahat, a Nepali Congress member on the committee, told journalists after the meeting of the Special Committee held at Singh Durbar late Friday evening. [break]
The meeting of the top leaders held at the Peace and Reconstruction Ministry on Thursday afternoon after more than a month had also asked the Special Committee to pave way for the secretariat to recruit needed human resources to be deployed at cantonments for management of the former rebel fighters.
Despite this understanding among the top leaders, the Special Committee could not decide whether or not to recruit needed staff, said Dr Mahat. “Though [Maoist Chairman] Pushpa Kamal Dahal had agreed to recruit staff for the secretariat at the meeting of the top leaders, the Maoists were against taking any decision to that effect.”
But Peace and Reconstruction Minister Barshaman Pun said that the meeting agreed in principle to prepare modality and work plan for the integration and rehabilitation and supply needed human resources to the secretariat. “The meeting of the Special Committee called for Friday morning will take decisions in that regard,” Pun told Republica after the meeting.
This is the first time the Special Committee has met after Jhalanath Khanal became the prime minister. As the cabinet expansion was delayed due to conflict between ruling UCPN (M) and the CPN-UML, the prime minister, who is the convener of the Special Committee, had not been able to call the meeting of the Special Committee. This has stalled the momentum of the peace process.
