SPCB hands over report to CA Chair

KATHMANDU, Dec 17: Constituent Assembly (CA) Chairman Subas Nembang received a report prepared by the United Nation´s Support to Participatory Constitution Building (SPCB) in Nepal on Friday.



The report was prepared by holding civil dialogues in all the 240 constituencies across the country. [break]



The report is attached with a list of feedbacks from the public. The people have suggested to the CA not to delineate the country into more than 14 provinces, to ensure voting right to the citizens above 16 years and to bar any leader defeated in the election from becoming prime minister and a cabinet minister.



While some people have suggested adopting executive prime ministerial system, others stood for executive presidential system. Some respondents have suggested ensuring independent judiciary, appointment of chief justice and other judges from an independent body and not from a body under parliament and to include provisions for stringent action including capital punishment to those committing serious crimes.



"It is our attempt to convey the local people´s aspirations to the CA," Krishna Khanal, executive director of the Center for Constitutional Dialogue of SPCB, said while handing over the report to Nembang. SPCB is providing technical assistance to the CA.
