KATHMANDU, March 28: Amid deadlock in the ongoing constitution making process, senior leaders of ruling and opposition parties have expedited informal negotiations to resume the Constituent Assembly (CA) proceedings.

Nepali Congress (NC) General Secretary Krishna Prasad Sitaula and United Democratic Madhesi Front (UDMF) coordinator Bijaya Kumar Gachhadar on Friday morning held separate meetings with CPN-UML Chairman KP Sharma Oli at the latter’s residence in Balkot. The UDMF is a constituent of the 30-party opposition alliance led by UCPN (Maoist).

While Sitaula held a meeting with Oli at 7 am, Gachchhadar, who is said to be against the opposition alliance’s agitation, had reached Oli’s residence at 9 am. “The discussions focused on resuming talks at the earliest possible date,” said Oli’s personal secretary Ramesh Acharya.

The informal meeting with Oli was held in view of UCPN (Maoist) Chairman Pushpa Kamal Dahal return from China on Friday evening. The stalled negotiations between the ruling and opposition parties is now set to resume from Saturday in view of the deadline served by CA Chairman Nembang for consensus on disputed issues in constitution writing.

Earlier, the CA Chairman Nembang had given the parties until 5pm Saturday to reach consensus on disputed issues.

Expressing dissatisfaction over the failure of parties to make any substantial progress on the front, Nembang has announced that he would resume the CA proceedings to expedite the constitution making process if parties fail to make headway.

Secretary at the UML chairman’s secretariat Debendra Dahal said Gachhadar held discussion with Oli on ways to resume the stalled negotiations to settle thorny issues in constitution writing. “They discussed the stalled constitution making process, state restructuring and other concurrent issues,” he said.

NC General Secretary Sitaula also discussed resuming the CA meeting that was put off at the request of the opposition parties.

The 30-party alliance led by the UCPN (Maoist) has been organizing various protest programs as part of their month-long protests that includes four-day general strike. The opposition parties have decided not only to boycott programs attended by the prime minister and other ministers but also to obstruct their movement.
