Singha Durbar set for restructuring at an estimated cost of Rs 10 billion

KATHMANDU, Aug 13: The iconic administrative center, the Singha Durbar complex, is poised for a comprehensive makeover with an anticipated investment of approximately Rs 10 billion. This endeavor aims to restore the historical significance of the site by incorporating five meticulously designed ponds that pay homage to Nepal's rich culture and heritage.

KATHMANDU, Aug 13: The iconic administrative center, the Singha Durbar complex, is poised for a comprehensive makeover with an anticipated investment of approximately Rs 10 billion. This endeavor aims to restore the historical significance of the site by incorporating five meticulously designed ponds that pay homage to Nepal's rich culture and heritage. Additionally, a helipad will be integrated into the complex to serve as an emergency landing site and to accommodate esteemed foreign dignitaries when required.


The Singha Durbar Complex Master Plan, prepared by the Ministry of Urban Development, received the seal of approval during the latest Council of Ministers meeting on Tuesday. The ministry’s Spokesperson Pradeep Pariyar confirmed that the plan's execution will commence following the endorsement by the Ministry of Finance. The estimated budget of around Rs 10 billion has been allocated for the implementation of the Singha Durbar Master Plan.


Numerous attempts have been made to restore the Singha Durbar complex since the devastating fire incident in 2030 BS. As per the ministry’s reports, at least 16 agencies have convened meetings to deliberate the reconstruction efforts. A senior official within the ministry noted, "This time, the proposal has solidified into a concrete plan."

The Cabinet-approved proposal encompasses various enhancements, including the construction of parking facilities within the premises, the allocation of at least 30 percent of the total space for verdant areas, the establishment of central gardens, and the optimization of parking arrangements.


A ministry source revealed, "Incorporated within the master plan is the construction of a helipad within the Singha Durbar complex, catering to potential natural disasters or emergent situations." The updated master plan has undergone modifications to optimize the Singha Durbar area. A helipad is now part of the revised proposal, with ongoing studies determining its optimal placement.


Upon completion of the Parliament Secretariat's construction, the ministry envisions relocating the Office of the Parliament Secretariat to the Singha Durbar complex. Similarly, plans are underway to shift the Ministry of Health to the current Parliament Secretariat building, and the Ministry of Urban Development to the premises currently occupied by the Ministry of Home Affairs. Currently, only the Ministry of Health operates from outside the Singha Durbar complex.


The master plan proposes the construction of two distinct new buildings to house the Ministry of Home Affairs and the Ministry of Foreign Affairs. Subterranean parking facilities will complement these structures, while utility wires, such as electricity and telephone lines, will be concealed underground to enhance the complex's aesthetics.


The Federal Secretariat Construction and Management Office also revealed intentions to rejuvenate Singha Durbar with a fresh design concept, incorporating captivating gardens and parks within the premises, further enhancing its allure.


The revitalization extends to the three branches of state power, with the executive branch currently occupying the Singha Durbar. The new design contemplates the inclusion of both the judiciary and the legislature within the complex. The master plan envisions reorganizing parking by relocating small towers within the Singha Durbar area.


Moreover, security personnel accommodations will undergo technological enhancements as part of the revitalization efforts. The sprawling 807 ropani Singha Durbar complex is poised to undergo an extensive transformation to reclaim its historical grandeur and appeal.
